REQUISITOS DE DEFENSA CIVIL DE RIESGO ALTO Y RIESGO MUY ALTO
El D.S. Nº 002-2018-PCM que aprobó el Nuevo Reglamento de Inspecciones ITSE, también aprobó un documento que se utiliza para clasificar los locales objeto de inspección denominado MATRIZ DE RIESGO, que se utiliza para identificar que locales son de RIESGO ALTO y RIESGO MUY ALTO.
De conformidad con el D.S. Nº 002-2018-PCM Reglamento de ITSEs y el Manual de Ejecución de Inspecciones Técnicas de Seguridad, aprobadas por Resolución Jefatural Nº 016-2018-CENEPRED, se establecen los siguientes requisitos:
REQUISITOS DE DEFENSA CIVIL DE RIESGO ALTO Y RIESGO MUY ALTO
EXPEDIENTE TÉCNICO
- Formatos ITSE, proporcionados por la Municipalidad Distrital.
- Pago de derecho de tramitación.
- PLANO DE UBICACION Y LOCALIZACION firmado y sellado por arquitecto habilitado, en escala 1/500.
- PLANOS DE ARQUITECTURA firmados y sellados por arquitecto habilitado, en escala 1/50, 1/100 o 1/200. Los planos deberán reflejar lo físicamente existente (no debe de existir proyecciones de futuras ampliaciones y/o modificaciones).
- CALCULO DE AFORO según formato modelo establecido en el Manual de Inspecciones, firmado y sellado por un arquitecto habilitado.
- PLANOS DE UBICACION DE TABLEROS ELÉCTRICOS, CUADRO DE CARGAS Y DIGRAMAS UNIFILARES, firmados y sellados por ingeniero electricista o mecánico electricista habilitado, vigente en escala 1/50 o 1/100
- PLAN DE SEGURIDAD desarrollado conforme lo exige el Reglamento, firmado por el representante legal y por el jefe de seguridad.
- PLANOS DE SEÑALIZACION, por piso, firmados y sellados por arquitecto habilitado, en escala 1/50, 1/100, 1/200
- PLANOS DE EVACUACION, por piso, firmados y sellados por arquitecto habilitado, en escala 1/50, 1/100, 1/200
CONSTANCIAS BASICAS
- Constancia de mantenimiento y operatividad de luces de emergencia (no mayor a 1 año), firmado por ingeniero electricista o mecánico electricista.
- Constancia de mantenimiento y operatividad del sistema de detección y alarma de incendios, que incluye panel de control, detectores de humo y temperatura, pulsadores manuales, luz y sirena estroboscópica, y sirena general, (no mayor a 1 año), firmado por ingeniero electrónico o electricista.
- Constancia de mantenimiento y operatividad de extintores (no mayor a 1 año), que indique fecha de fabricación, tipo y capacidad, así como la fecha de prueba hidrostática de los balones, emitido por el proveedor.
- Constancia de medición de resistencia de cada pozo a tierra (no mayor a 8 meses), firmado por ingeniero electricista o mecánico electricista.
- D.J. o Constancia de capacitación en primeros auxilios, uso de extintores contra incendios y procedimiento de evacuación (no mayor a 1 año), otorgada a los brigadistas y personal con especificación de sus nombre y apellidos, emitido por profesional del rubro o instructor debidamente acreditado.
- Memoria Descriptiva del Sistema de Detección y Alarma de Incendios (no mayor a 1 año), que justifique el tipo y la cantidad de detectores de humo y/o temperatura considerando su radio de protección, cantidad de pulsadores, sirenas con luces estroboscópicas, y sirena general, firmado por profesional competente.
- Memoria Descriptiva de Extintores (no mayor a 1 año), que justifioque el tipo y la cantidad de extintores considerando su rating de protección, firmado por profesional competente.
CONSTANCIAS ADICIONALES
- Constancia de mantenimiento y operatividad de la Red Húmeda (Sistema de Agua contra incendios), no mayor a 1 año, firmado por ingeniero sanitario habilitado, de corresponder.
- Memoria Descriptiva de la Red Húmeda (Sistema de Agua contra incendios), no mayor a 1 año, firmado por ingeniero sanitario habilitado, de corresponder.
- Constancia de mantenimiento y operatividad del sistema de rociadores automáticos (no mayor a 1 año), firmado por ingeniero sanitario, de corresponder, de corresponder.
- Constancia de operatividad y mantenimiento de ascensores, montacargas y escalera mecánicas (no mayor de 1 año), firmado por ingeniero mecánico electricista habilitado, de corresponder.
- Constancia de operatividad y mantenimiento de equipos de carga especial (equipos de aire acondicionado, compresoras, y otros), no mayor a 1 año, firmado por ingeniero mecánico electricista o mecánico electricista habilitado, de corresponder.
- ITF (Informe Técnico Favorable) de uso y funcionamiento emitido por OSINERGMIN de tanques de GLP con capacidad superior a 0.45 m3 (118.88 glns), de corresponder.
- Constancia de operatividad y prueba hidrostática de tanque de gas con capacidad menor a 0.45 m3 o balón de gas tipo 10 o 45 Kg, así como tanques de líquidos combustibles con capacidad menor a 1.00 m3 (267.17 glns), debe ser actualizado, de corresponder.
- Constancia de mantenimiento y operatividad de la red de distribución de GLP (no mayor a 1 año), firmado por ingeniero mecánico, de corresponder.
- Constancia de operatividad y mantenimiento del sistema de extracción de grasas (campanas y ductos), no mayor a 1 año, firmado por ingeniero mecánico o mecánico electricista habilitado, de corresponder.
- Constancia de operación y mantenimiento del concesionario e instalador de gas natural, actualizada emitida por la empresa de servicios, de corresponder.
- Copia del Libro de Calderas autorizado por el Ministerio de Trabajo, de corresponder.
- Constancia de mantenimiento y operatividad de Calderas (no mayor a 1 año), firmado por ingeniero mecánico, de corresponder.
- Constancia de mantenimiento y operatividad del sistema de extracción (campanas y ductos), no mayor a 1 año, firmado por ingeniero mecánico o mecánico electricista, de corresponder.
- Carta de seguridad Estructural por techos de estructuras de metal con cobertura de calamina o PVC u otro material (no mayor a 1 año), firmado por ingeniero civil habilitado, de corresponder.
- Otros exigidos para objetos de inspección con mayor complejidad.
