CERTIFICADO DE DEFENSA CIVIL DE RIESGO ALTO Y DE RIESGO MUY ALTO
LOCALES DE RIESGO ALTO O MUY ALTO.- Son aquellos locales, que la Matriz de Riesgos, como instrumento de calificación, determina que el local es de RIESGO ALTO O MUY ALTO. Los locales clasificados con este tipo de riesgo, son para aquellos locales cuyo peligro potencial de colapso o de incendio es mayor sea por área, giros, maquinarias y equipos de transformación, presencia de insumos o materiales inflamables, calderas, tanques de GLP o combustible, equipos eléctricos y de carga especial, grandes áreas de almacenamiento y producción, edificios, industrias, almacenes, centros comerciales o grandes locales de comercio, entre otros.
PROCEDIMIENTO.- Los locales – objetos de inspección con estos tipos de Riesgo Alto o Muy Alto, en primer lugar se realizan las inspecciones técnicas, y si la ITSE es declarada que cumple con las condiciones de seguridad mediante Resolución y certificado, posteriormente se le aprobará la Licencia de Funcionamiento, por tanto, si dentro del procedimiento administrativo, el solicitante no logra que su local cumpla con las condiciones, o no ha subsanado las observaciones en el plazo legal, se declarará IMPROCEDENTE su solicitud de ITSE así como su Solicitud de Licencia de Funcionamiento.
RENOVACION DE CERTIFICADO DE DEFENSA CIVIL.- El propietario o conductor del local con Certificado de ITSE por vencer, puede optar por el procedimiento de RENOVACION, siempre que no haya variado la distribución, aforo o las condiciones de seguridad conque fue aprobado, si en la Inspección se constata lo contrario se dará por finalizado la diligencia y el procedimiento será declarado IMPROCEDENTE.
ACTUALIZACION DE CERTIFICADO DE DEFENSA CIVIL.- si el propietario o conductor del local con Certificado de ITSE vigente ha alterado la distribución, cambio de aforo, mayor maquinaria o equipamiento de transformación, y cualquier otro que no haya sido considerado en los planos y documentación técnica, con que se aprobó su Certificado de ITSE y por tanto ha variado las condiciones de seguridad del local, debe de tramitar inmediatamente de producido la variación, un nuevo Certificado de ITSE por actualización, bajo apercibimiento de ser sancionado por la Municipalidad, con clausura y/o multa administrativa y porque conforme a la norma su Certificado de ITSE ha quedado revocado. Este procedimiento debe de seguirse si su Certificado de ITSE está por vencer o vencido.
NUEVA LICENCIA CON NUEVO CERTIFICADO DE DEFENSA CIVIL.- Sin embargo si el local ha sufrido aumento o cambios de giros o de área ocupada por piso o total, deben de tramitar un procedimiento de nueva Licencia de Funcionamiento con nuevo Certificado de ITSE, inmediatamente de producido la variación.
